Consumer Complaints at DCDRC Medchal-Malkajgiri: Pecuniary Jurisdiction and Court Fees

Consumer Complaints at DCDRC Medchal-Malkajgiri: Pecuniary Jurisdiction and Court Fees
If you live in Kompally, Kukatpally, Malkajgiri, Alwal, Medchal or Nacharam and a builder, bank, hospital, insurer or online seller has failed you, the first question is not “how large is my compensation claim”. The first question is: which District consumer forum Medchal-Malkajgiri consumers must use, what consideration you actually paid, and what consumer court fee Telangana commissions will collect.
This guide explains pecuniary jurisdiction, territorial filing, court-fee slabs, documents, limitation and the e-Jagriti process for a deficiency of service complaint. It is written for borrowers, flat buyers, patients, policyholders and small-business owners in the GHMC / Medchal-Malkajgiri belt.
First, a practical warning on the “Medchal DCDRC” label
People search for “DCDRC Medchal-Malkajgiri” because that is the district in which they live. The Consumer Protection Act, 2019 requires the State Government to establish a District Commission in every district. As of early 2026, public lists still showed only twelve District Commissions in Telangana for thirty-three districts.
The listed forums nearest to Medchal-Malkajgiri residents are:
- District Consumer Disputes Redressal Commission, Ranga Reddy — District Court Compound, NTR Nagar, L.B. Nagar, Hyderabad – 500074.
- Hyderabad District Commissions I, II and III — Chandra Vihar Complex, M.J. Road, Nampally, Hyderabad – 500001.
- Telangana State Consumer Disputes Redressal Commission — Eruvaka Building, Anandnagar, Khairatabad, Hyderabad.
Medchal-Malkajgiri was carved out of erstwhile Ranga Reddy. Many Medchal complaints have been filed before the Ranga Reddy Commission and, because of docket pressure, some Ranga Reddy matters have later been transferred to Hyderabad District Commission-III. In November 2025 the Telangana High Court directed the State to decide on constituting District Commissions in the twenty-three newer districts. Whether a standalone DCDRC Medchal-Malkajgiri is now live on e-Jagriti must be verified on the portal before you file. Do not assume a separate Medchal bench exists just because the civil courts sit at Kushaiguda, Medchal and Kukatpally.
When a consumer complaint applies
You can approach a District Commission if you are a “consumer” under Section 2(7) of the Consumer Protection Act, 2019 and the opposite party sold defective goods, rendered deficient service, adopted an unfair or restrictive trade practice, charged more than the declared price, or offered a hazardous good or service. A deficiency of service complaint covers delayed possession by a builder, wrongful EMI debit, claim repudiation by an insurer, botched treatment, poor after-sales support, and similar failures.
The Act does not generally cover a person who bought goods or hired services exclusively for resale or for a commercial purpose, subject to the self-employment exception. A pure title dispute, a landlord–tenant eviction fight, or a government sovereign function is usually the wrong forum. If the case is really about title or partition, use the civil court, not the consumer commission.
Pecuniary jurisdiction: the ₹50 lakh District cap
Under Section 34 of the 2019 Act read with the Consumer Protection (Jurisdiction of the District Commission, the State Commission and the National Commission) Rules, 2021, the District Commission hears complaints where the value of goods or services paid as consideration does not exceed ₹50 lakh.
The 2019 Act originally wrote a ₹1 crore District ceiling. The 2021 Rules brought that ceiling down to ₹50 lakh to ease the District docket. As of 2026 those 2021 slabs remain the working limits. Confirm the live drop-down on e-Jagriti at the time of filing.
Current working slabs (consideration paid)
| Commission | Consideration paid | What it hears |
|---|---|---|
| District Commission (DCDRC) | Up to ₹50 lakh | Original complaints only |
| State Commission (SCDRC), Khairatabad | Above ₹50 lakh up to ₹2 crore | Original complaints + appeals from District |
| National Commission (NCDRC), New Delhi | Above ₹2 crore | Original complaints + appeals from State |
Consideration paid — not the compensation you wish for
This is the mistake that still kills filings. Under the repealed 1986 Act, forums added the price of the goods or services and the compensation claimed. Under the 2019 Act the only figure that fixes pecuniary jurisdiction is the value of the goods or services paid as consideration.
Example: you paid ₹18 lakh for a car that later caught fire and you claim ₹2 crore as compensation. The District Commission still has pecuniary jurisdiction because the consideration paid is ₹18 lakh. Inflating the prayer will not take the case to NCDRC.
The Supreme Court upheld this “consideration-centric” test in Rutu Mihir Panchal v. Union of India, 2025 INSC 593 (29 April 2025). The NCDRC had already said the same in M/s Pyaridevi Chabiraj Steels Pvt. Ltd. v. National Insurance Co. Ltd. (2020). Do not rely on older 1986-Act cases such as Ambrish Kumar Shukla for 2019-Act filings.
Unfair-contract complaints under Section 49 / Section 58 follow a different map: the District Commission has no original unfair-contract jurisdiction. Those matters go to the State Commission (consideration not exceeding ₹10 crore) or the National Commission (above ₹10 crore). Verify the live text of Sections 47 and 58 before you pick the forum.
Territorial jurisdiction for Medchal-Malkajgiri residents
Section 34(2) lets a complainant file in the District Commission within whose local limits:
- the opposite party resides, carries on business, has a branch office, or personally works for gain; or
- any one of several opposite parties does so, with the Commission’s permission; or
- the cause of action, wholly or in part, arose; or
- the complainant resides or personally works for gain.
The last clause is the consumer-friendly change. A resident of Medchal-Malkajgiri can ordinarily file in the District Commission that currently covers that residence, even if the seller’s registered office is in another city. On e-Jagriti, pick Telangana and then the District Commission that the portal lists for Medchal-Malkajgiri / Ranga Reddy / Hyderabad, as the case may be. A wrong district selection is a defect, not a clever strategy.
Consumer court fee in Telangana
Court fee for a consumer complaint is not the Telangana Court-fees and Suits Valuation Act schedule used in City Civil Court. It is a Central slab under Rule 7 of the Consumer Protection (Consumer Disputes Redressal Commissions) Rules, 2020, as amended (including the 2021 substitution and later tweaks). The fee follows the consideration paid.
Filing fee linked to consideration paid
| Consideration paid | Fee | Usual forum |
|---|---|---|
| Up to ₹5 lakh | Nil | District |
| Above ₹5 lakh to ₹10 lakh | ₹200 | District |
| Above ₹10 lakh to ₹20 lakh | ₹400 | District |
| Above ₹20 lakh to ₹50 lakh | ₹1,000 | District |
| Above ₹50 lakh to ₹1 crore | ₹2,000 | State |
| Above ₹1 crore to ₹2 crore | ₹2,500 | State |
| Above ₹2 crore to ₹4 crore | ₹3,000 | National |
| Above ₹10 crore | ₹7,500 | National |
On e-Jagriti the portal calculates the fee after you enter the consideration. Pay that amount. For physical filings, District fee is commonly a demand draft in favour of the President of the concerned District Commission, payable at the Commission’s station. State Commission drafts are drawn in favour of the Registrar, Telangana State Consumer Disputes Redressal Commission, Hyderabad. Confirm the exact payee name with the registry — older printed brochures on scdrc.tg.nic.in still carry 1986-Act figures and should not be copied.
A nil-fee complaint up to ₹5 lakh does not mean a no-document complaint. You still file the affidavit, index and evidence.
Limitation: two years from the cause of action
Section 69 says a complaint shall not be admitted unless it is filed within two years from the date on which the cause of action arose. Delay can be condoned only if the complainant shows sufficient cause and the Commission records reasons.
Cause of action is fact-specific. For a bounced insurance claim it is often the repudiation letter. For a defective phone it is often the date the defect appeared and the seller refused repair. For delayed flat possession it may run from the contractual due date or from a later refusal, depending on the facts. A legal notice does not, by itself, restart limitation. WhatsApp group messages rarely count as an acknowledgement. File a condonation application with the complaint if you are even a day late.
What relief the District Commission can grant
On a proven deficiency of service complaint, Section 39 powers include directing the opposite party to:
- remove the defect, replace the good, or return the price with interest;
- pay compensation for loss or injury, including for negligence;
- pay punitive damages in a fit case;
- discontinue an unfair practice and not repeat it;
- cease manufacture of a hazardous good;
- pay costs to the complainant.
The Commission can also pass an interim order in a proper case. Do not treat “interim” as automatic. You must show urgency and a prima facie case.
How to file: e-Jagriti and physical presentation
From 1 January 2025 the older e-Daakhil, Confonet and related systems were folded into e-Jagriti (e-jagriti.gov.in). That is the live portal for District, State and National filings.
- Confirm you are a consumer, the consideration paid, the correct Commission, and that you are within two years.
- Send a written complaint or legal notice to the opposite party and keep proof of service. A notice is not mandatory in every case, but it helps on limitation, good faith and costs.
- Register on e-Jagriti as a party-in-person or through an advocate. Complete OTP and profile details.
- Choose File New Case → Consumer Complaint. Select Telangana and the District Commission that currently covers Medchal-Malkajgiri.
- Enter parties, cause of action date, consideration paid, and the relief sought. Do not invent a higher consideration to change forums.
- Upload PDF index, memo of parties, complaint, supporting affidavit, chronology, bills, emails, photographs and vakalatnama if an advocate is appearing.
- Pay the portal fee, e-sign or complete the instructed verification, and download the acknowledgement.
- Watch the dashboard for scrutiny defects. Cure them within the time given. Service on the opposite party then follows the Commission’s process.
Physical filing is still accepted at the registry of the chosen Commission, with the prescribed number of sets (commonly the original plus copies for the Commission and each opposite party). Ask the registry for the current extra-copy count. The opposite party’s written version must be filed within 30 days of notice, extendable by a further 15 days only — a hard 45-day cap. The Telangana High Court has refused to stretch that cap through a writ (Canara Bank matter, January 2026).
Documents that actually move the case
- Proof you are the consumer: invoice, booking form, policy, loan account statement, hospital bill, or online order.
- Proof of consideration paid: bank transfer, card swipe, UPI screenshot, receipt.
- The promise that was broken: brochure, warranty card, sanction letter, estimate, discharge summary, SLA.
- The deficiency: photographs, chat export, emails, repair job-cards, repudiation letter, builder delay correspondence.
- Legal notice and postal / courier / email proof.
- Identity and address proof of the complainant.
- Authorisation or Board resolution if a firm or company is the complainant (and first check that the commercial-purpose bar does not apply).
- Calculation sheet of refund, interest and compensation claimed.
Vague pleadings without dates and amounts get rejected at scrutiny or fail at evidence. Consumer commissions decide largely on affidavits and documents. Keep originals ready for inspection.
After the order: review, appeal, execution
Section 40 allows the District Commission to review its order for an error apparent on the face of the record, within 30 days.
Section 41 appeal lies to the Telangana State Commission at Khairatabad within 45 days of the order, on facts or law. If the appellant is directed to pay any amount, the appeal is not entertained unless 50 per cent of that amount is deposited. There is no appeal from a mediated settlement recorded under Section 81(1).
A further appeal from the State Commission goes to the National Commission (Section 51), and from the National Commission to the Supreme Court (Section 67). Each stage has its own limitation and pre-deposit. Execution of a final order is before the same Commission; non-compliance can attract the penal process under the Act. Do not assume a consumer order is self-executing.
Common mistakes to avoid
- Filing at District Commission on a consideration above ₹50 lakh because an old blog still quotes the original 2019 ₹1 crore figure.
- Adding compensation to consideration to “reach” NCDRC.
- Selecting Hyderabad-I on e-Jagriti when the cause of action and residence sit in Medchal and the live territorial map points to Ranga Reddy — or the reverse — without checking the portal list.
- Missing the two-year clock and filing without a condonation application.
- Treating a security deposit, a commercial bulk purchase, or a pure title claim as a consumer dispute.
- Paying Telangana civil court-fee stamps instead of the Rule 7 consumer fee.
- Relying on the outdated fee table still hosted on older Telangana SCDRC PDFs.
- Waiting for the opposite party’s written version beyond 45 days as if the cap were flexible.
When to consult an advocate
- Consideration is close to the ₹50 lakh line, or there are multiple invoices that could be aggregated or split.
- The opposite party is a bank, insurer, hospital or builder with a standard limitation / arbitration defence.
- You need an interim stay of a recovery notice, auction or disconnection.
- The complaint is already time-barred on a conservative reading of Section 69.
- You lost at the District Commission and must decide on a 45-day appeal with a 50 per cent pre-deposit.
A consumer may appear in person. Complexity, multi-party builders, medical records and insurance contracts are usually cheaper to get right at the first filing than to repair on appeal.
Bullet-point checklist before you file
- I am a consumer under Section 2(7), not a commercial reseller.
- I have calculated consideration actually paid — not the compensation I want.
- That figure is ₹50 lakh or less if I am going to a District Commission.
- I have confirmed on e-Jagriti which Telangana District Commission currently covers Medchal-Malkajgiri.
- Cause of action is within two years, or I am filing a condonation petition with reasons.
- Bills, notice proofs and a signed affidavit are scanned as PDFs.
- Fee is Nil / ₹200 / ₹400 / ₹1,000 as per the slab, paid on the portal or by the correct DD.
- Reliefs are specific: refund of ₹X with interest at Y%, compensation of ₹Z, costs.
- I know the opposite party’s 45-day written-version cap and my own 45-day appeal clock.
Conclusion
For a Medchal-Malkajgiri resident, a clean consumer filing turns on three numbers and one portal: the consideration you paid, the two-year clock, the Rule 7 fee, and the District Commission that e-Jagriti currently maps to your address. Get the pecuniary slab wrong and the complaint comes back. Get the territorial bench wrong and you lose months. Get the documents right and a deficiency of service complaint remains one of the cheapest formal remedies available in Telangana.

Questions
Is there a separate District consumer forum in Medchal-Malkajgiri?
A dedicated Medchal-Malkajgiri Commission was not on the public NCDRC district list as of March 2026. Telangana still operated twelve District Commissions, and Medchal matters have commonly gone to the Ranga Reddy Commission or, after transfer, Hyderabad-III. The High Court has pressed the State to constitute commissions in the newer districts. Check e-Jagriti and the State Commission before you file. To be verified on the filing date.
What is the consumer court fee in Telangana for a ₹12 lakh phone-and-service package?
Consideration of ₹12 lakh falls in the “above ₹10 lakh and up to ₹20 lakh” slab. The Central fee is ₹400, and the forum is the District Commission. The portal amount is the amount to pay.
Can I file a deficiency of service complaint where I live in Kukatpally even if the company is in Bengaluru?
Yes, Section 34(2)(d) allows filing where the complainant resides or personally works for gain, subject to the Commission that actually covers that residence on the current territorial map.
Does a higher compensation claim take my case to the State Commission?
No. After the 2019 Act and Rutu Mihir Panchal (2025 INSC 593), only consideration paid fixes pecuniary jurisdiction.
How long do I have to file?
Two years from the cause of action under Section 69. Condonation is possible but must be explained and recorded. Do not treat condonation as a right.
Is e-Daakhil still the filing website?
No. e-Daakhil was merged into e-Jagriti from 1 January 2025. Use e-jagriti.gov.in.
What if the opposite party ignores the District Commission order?
Apply for execution before the same Commission. The 2019 Act gives the Commission power to enforce its order and to proceed for non-compliance. An appeal by the opposite party will normally require a 50 per cent pre-deposit.
Can I skip the consumer forum and file a writ in the Telangana High Court?
A writ is exceptional. The ordinary remedy is the District Commission, then the State Commission. High Court interference is reserved for jurisdictional or perversity cases after the statutory path is considered.
