Property Title Verification in Telangana: Documents to Check

The short answer
Property title verification in Telangana is a chain of documents plus possession, not a single registered sale deed.
Before you buy land or a flat in Hyderabad, Medchal, Ranga Reddy or elsewhere in the State, examine:
- the link documents (every earlier conveyance you can get);
- encumbrance certificates for a sufficient period;
- revenue and pattadar records, and mutation;
- permissions and plans for buildings;
- possession on the ground;
- court, bank and tax searches.
Registration under the Registration Act, 1908 is essential for a sale of immovable property of the value the Transfer of Property Act, 1882 requires (Section 54). It is not a government certificate that the seller had a perfect title to give.
This is general information. It is not a title opinion on any survey number.
Documents commonly examined
For land
- previous sale deeds, partition, gift, will, or court decree;
- link documents behind the seller’s deed;
- encumbrance certificates;
- pahani / adangal, ROR, pattadar passbook entries, mutation;
- survey sketch and boundaries as they exist on the ground;
- land-conversion / non-agricultural permission where it applies.
For a flat in Hyderabad
- title to the land under the building, not only the agreement of sale of the apartment;
- development agreement and sanctioned plan (GHMC / HMDA or the competent authority);
- occupancy or completion papers;
- society or association records and unpaid dues;
- parking, undivided share, and what the deed actually conveys.
Searches that are not optional
- pending suits and attachments;
- SARFAESI, bank charge, or mortgage;
- tax arrears;
- rival family / succession claims if the seller claims as heir.
What is missing from this list on a given file is often the point of the exercise.
What verification cannot do
It cannot make a bad title good. It cannot replace a survey on the ground. It cannot guarantee that a person in possession will not later assert a claim. Anyone who sells “clear title” as a stamp on a visiting card is not describing Telangana land records honestly.
Suraj Lamp (2012) 1 SCC 656: an unregistered GPA / SA / will arrangement does not transfer title. If that is the only paper, you are not buying what you think you are buying.

Questions
Does a registered sale deed prove perfect title in Telangana?
No. Registration proves execution and registration of that deed. It does not prove that every earlier link is sound, that there is no pending claim, or that the seller is in possession.
Is an encumbrance certificate enough?
It is necessary and not sufficient. An EC will not always disclose a dispute that was never registered, a revenue claim, or a fact that lives only in a court file.
Can I buy on a GPA or an unregistered agreement?
An agreement or GPA is not a conveyance of title in immovable property. Suraj Lamp & Industries Pvt. Ltd. v. State of Haryana (2012) 1 SCC 656 is still the leading warning against treating SA/GPA/will arrangements as title.
What documents should I check before buying a flat in Hyderabad?
The chain of title to the land, the development agreement, sanctioned plan, occupancy or completion papers, society or association records, encumbrance, tax receipts, and a litigation search — plus possession on the ground.
